Neighbour harassing us about leaves in his garden

  My neighbour moved in after us.  He knew we had trees and flowers when he bought and moved in.  Now he keeps harassing us about the leaves which fall into his garden when the wind blows them (he's downwind of the usual winds we get).

We really keep the border trimmed very well (there's never any overhang of branches) because of his previous complaints.  But he still complains about the leaves.  I don't even know if they are our leaves.  There are plenty of other gardens around him and he has plants of his own.

Our neighbour's complaints have turned increasingly nasty and we feel resentful of his behavior but haven't done anything other than try to accommodate him up to now.  He has mentioned sending me a bill for some clean-up service to get rid of the leaves.

He seems unstable; maybe a little dangerous.  Other neighbours (an alarming number of them actually) who have encountered him have reported his unpleasantness. 

Can anyone suggest how to deal with him?
