Why are there always queues at the Post Office

Post Office queues. I don't use the Post Office that often to send parcels, but why are there always queues? I've tried going early, mid morning, midday and late in the afternoon and there is always a queue. As there are usually six people, in my experience they are very efficent, serving in my local office, it just defys logic. If that's not bad enough, then in the next minute there are stories of Post Offices being closed and re-located to WHSmiths, usually upstairs, ideal for mums with children or old dears getting their pension out! It's that common sometimes there is only one proper Post Office in the area. If a business had the queues (often out the door) that you see in the Post Office, they would do something to increase throughput, instead we just get told it's losing money!
