BT broadband speed problems

I'm having similar problems with BT Broadband speed - it runs at 100kbps. I phoned the engineering help desk in India (0808 100 9779 - old pin numbers work) and they manually boosted the speed within 24hrs (while 'promising' this time it will be stable). Well it worked at about 2MB for a couple of days and then it dropped back to 100kbps. Back to calling the BT help desk again and so the cycle repeats itself again... and again... and again... Can one of the call centre staff give me a name and number of anyone or any department to escalate my issue? Is my poor broadband speed a fault or a BT technical policy? Is there any chance of getting out of this BT Groundhog day? It seems not - as Virgin can't supply in my area (I live in West London) - so I'm stuck paying broadband, getting dial up speed and having to make a call to the call centre every other day.
