Single parents, problem getting maintenance?

Should the CSA be involved?
Some parents have a good attitude and are responsible. Others, aren't so forthcoming with maintenance and looking out for the childs welfare. Is there a right time to get the CSA involved?

I am fed up with parents who will not take responsibility of their own children. I am a single mother to my 4 year old daughter, her Dad left me for another woman when she was 7 months old.
